No need to cut it up. Just:

• select the first half of the track (https://manual.audacityteam.org/man/aud ... ction.html)
• Apply the effect
• Select the second half of the track
• Apply the effect

Look in the Windows sound control panel and ensure that none of the recording devices have "listen to this device" enabled.

Also, in Audacity: "Transport menu > Transport options", ensure that "Software Playthrough" is not enabled.

"Help menu > Diagnostics > Audio device info".
Save the info and attach it to your reply.

Why not process the audio in sections as suggested? If the plug-in works OK for you with half the track, process that, then select the second half of the track and process that.

Spacebar should toggle play / stop.
Clicking the "Stop" button should also stop playback https://manual.audacityteam.org/man/tra ... .html#stop

Which version of Audacity do you have?
Is the "Scrub Ruler" visible?
