You've got the "Multi-tool" selected (see: https://manual.audacityteam.org/man/multi_tool.html)
Press "F1" to go back to the normal "Selection" tool (or click the Selection Tool button: https://manual.audacityteam.org/man/tools_toolbar.html)

If you are using APFS (Apple File System), according to Wikipedia, it has a file name limit of 255 characters.

The official release version of Audacity for Windows (available here: https://www.audacityteam.org/download/windows/) includes the LAME encoder.

For most users it is recommended to install Audacity from the Audacity 2.3.2 installer.

If your TTS app supports a higher quality audio format (such as WAV, or higher bit-rate MP3) then that may help a bit.
