Those "~1"s in the path name are a sign that the folder names have been abbreviated to fit into an 8-character format.
"Docume~1" is "Documents and Settings"
"Admini~1" is most likely "Administrator"
"Locals~1" is most likely "Local Settings"

I'd suggest going through the settings on the sound card in detail.
It sounds like there may be an effect switched on somewhere (Automatic Gain Control or something like that).

Select just the section that you have filtered and use Effect > Amplify.
Start with a value of 3 in the "Amplification (dB)" box. Undo and experiment with different values until it sounds right.
