Yes, Audacity will do what you want, and very simply too.

You can select a piece of audio, and copy and paste it in the same way as you do in a text document.

Those are Windows Media Audio files, and Audacity can't read them. If you're using a laptop with windows XP (and probably on Vista too), there should be a tick box hidden in Control Panel which gives a 20dB microphone boost.

Control Panel > Sounds and Audio > "Audio" Tab > Sound Recording > Volume > (Recording Control Window) > Microphone > Advanced
