Are you using a USB turntable?
A bad USB connection can cause this. Make sure the USB cable is plugged directly into the computer, not through a hub.

Try this: generate a sound of 220 HZ and a sound of 220.1 Hz
Can you hear a difference?

USB sound cards generally set the recording level quite low, so that they don't overload and cause distortion if they are fed with a very powerful signal.
You can use Effect > Amplify to increase the level after recording.
