I get the same effect, running on Windows XP, but it is not related to Audacity or the specific plug-in. What happens is that Windows generates a tone when the pop-up window opens, as part of its "Sound Scheme". You should be able to change it, or turn it off, in the "Sounds and Audio Properties" se...

If the computer is recognising the USB input, then the only thing between that and Audacity is the sound card driver software. If, as you say, you have the latest drivers, and you've gone through all the sound card settings, I don't know what else to suggest ... A thought occurs to me, and this is p...

One option is to get a pair of powered external speakers, something like these:

They will cost anything from about €10/$10 upwards.
You can leave the computer's volume level turned up and control the volume on the speakers themselves.

Firstly, you should be using the 1.3.12. Audacity 1.2 does not work well with Windows 7. Then you need to go to the Windows Control Panel to enable the input that you want to use. For Windows 7, you should be using Audacity 1.3.12. See here:
