When you do File > Open, a dialog box opens where you can choose the file. At the bottom left is a button labelled "Options". Click that button to reveal the "File Type:" dropdown menu. Have a look at this page on the wiki.
Is this one of those $40 cassette-to-USB devices? If it shows up as "PnP USB Audio Device" in System Sound Preferences you may have trouble getting it to work reliably.

The audio level on your export is very low. After applying the Amplify effect I can hear some very low frequency "pulsing" with a period of about 0.1 second. I don't hear any crackling. What model of Mac are you using? What is the difference between "built-in output" and "headphone output". Don't you just plug headphones into the jack and that over-rides the speakers?

Audacity has clips.
As Koz points out you can't Mark-in and Mark-out on the fly, but you can precisely mark in and out point (thus creating a clip) by listening, zooming in and identifying the points.

From your description it seems you are saying that playback of the recording in Audacity sounds fine, but the MP3 exported from Audacity has "static"? Perhaps it is distortion. During playback do your playback meters indicate overload? Are you raising the gain of the track?

Thanks for the clarification.
I can only say again: try it. Audacity should record on the new track - no need to worry about mapping inputs.
And again, overdubbing (which is what your are doing) requires some setup in Audacity. See my first post.
