Are all your tracks at the same sample rate and the same as the project rate?

Does your project have multiple tracks? If so, check that they are all at the same sample rate, and are the same as the project rate. If not, use Tracks > Resample to resample the tracks that are different from the project sample rate.

Right-click on the recording meter and select Options... . Change the refresh rate back to 30 (or less).
