With Audacity 3.0.0rc04 on a Macbook Air M1 chip macOS 11.1.
Import music file
Amplify so new peak amplitude is -3 dB
Export as WAV
Import that WAV and select that track
Effect > Amplify: suggested Amplification is 2.999 dB.

So maybe this is down to the accuracy with which we store labels ?
And perhaps this is why one can snap to labels in a re-opened project by turning Snap To Off.

I have not seen the labels move on re-opening a file, but I'll do some more tests. Are you saying that the labels are moving by less than a sample? I don't silence it where I no longer want to hear it; I copy and invert into another track. Why do you do that? It seems a roundabout way of silencing a...
Re: M1 Chip
Audacity 2.1.1 was a 32-bit application so will not run on macOS Catalina and beyond. This is not an issue with the M1 chip.
