It's a 64-bit plug-in and it won't work on Audacity for Windows which is a 32-bit application. And, Audacity is not on the supported host list.

I don't have Windows 7 (it is now obsolete ), but I think the problem is that you have conflicting settings regarding what the decimal separator is.
