You may have inadvertently switched to the "Zoom Tool"

It makes one think that a second click on an erroneous tool should revert back to "Selection." Just sayin'.

When you downloaded VS2017, did you also include the Desktop Development in C++ Workload Package?

Check that the audient evo 4 is set to use 44100 Hz sample rate in both the Recording tab and the Playback tab.
