Which "host" setting is selected in the Device Toolbar (https://manual.audacityteam.org/man/device_toolbar.html) The default is "MME", which is usually the most compatible, but with an oddball problem like this it could be worth trying all options. Have you tried switching Exclusive Mode off in the Focusrite USB Properties? Ok so, just turned exclusive mode turned off. It looks like ASIO has grabbed exclusive access to the Scarlett. Have you tried rebooting the computer?
