I had exactly the same problem - only 0.6 seconds recording from a USB tape-to-PC device. The above "solution" does not work for me. What does seems to work for me is changing the Default Sample Rate in Edit > Preferences > Quality from 96000 Hz to 48000 Hz. I figured this out by running Help > Audi...
