Ah, I solved my main problem! I discovered and experimented with "Split Stereo to Mono".
Then I reaffirmed it here:

Re: Remove track is not removing the track
When I load the saved file into another instance of Audacity, it's full stereo (2 tracks), but the right channel is silent. There should be no right channel. But the fact that it's there is consistent with the size being the same as the stereo original. I'd really like and appreciate two things: 1. ...

Remove track is not removing the track
Audacity 2.2.2. I have stereo programs. For each one, I want to delete the right channel leaving only the left channel as a mono program. After I split the stereo track, then I select the right channel (the whole track) and under "Tracks", press "Remove track". But when I export, the new file is sti...

Re: Normalize extent
WOW, you're right! I never saw this in the help for Amplify! "When the Amplify dialog first appears it shows in the Amplification (dB) box the amplification amount needed to create a New Peak Amplitude of 0 dB, thus maximizing the volume of the selected track. If this is your goal you can just click...

Normalize extent
Is it possible to know how many DB a given Normalize execution boosts the signal. If not, I would like (and find very helpful) a field to be displayed after the effect has been executed that tells me how many DB the selection was boosted. Where I would use this is on the loudest of multiple soft tra...

Re: Very strange "damage" to audio track - need to repair [SOLVED]
I'm confused. Where did you get the .61? Based on what I can see in the graphic I included, the amount needing subtraction is about (or exactly) 16384, not an integer less than 1. (I don't grasp enough of your code to interpret it.)

Re: Very strange "damage" to audio track - need to repair [SOLVED]
Most people will not be able to hear 16kHz , but if it's causing problems when processing the audio, try notch ing it out ... Thank you, Trebor. It's true that most cannot here 16000 hz. However, a slight flaw of your notch solution is that any of the content which is at 16000 hz will be lost. I se...

Re: Very strange "damage" to audio track - need to repair [SOLVED]
A local buddy thought of doing a notch filter, to which I agreed as a possibility. But then I found the culprit and could re-capture the video (with good audio). You apparently posted before reading my last comment in which I reported the problem solved. But your GIF is helpful anyway, as now I can ...

Re: Very strange "damage" to audio track - need to repair
This story ends well. Found the area of the problem, although not the direct cause. The DVR needed to be cold booted. Now all (2) channels I had tried that were showing the problem, as well as the DVR-recorded show in question, all now have NO 16000 cycle "boost" added. Silly glitch somewhere in the...

Re: Very strange "damage" to audio track - need to repair
The "client" will be happy if I do nothing. They might be a bit irritated as I am that there is not adequate compression. (Important background sounds were not mixed strong enough in the mix. They are there but too soft.) So initially I'll let it (the video) go out as is. But I am still doing tests ...
