Skey, i dont think you can record onto an existing track. Depending on what you are trying to do you can get around it numerous ways. If you want to record something before or after what you already have then just record in on a different track then allign it where you want with the time shift tool ...

Try using the time shift tool to re-allign your tracks. you can find this in the top left of the tool bar and it looks like <->. It helps to zoom in so you can shift the track by very small amounts and get it right in the right spot. If you have played to a click track this makes it easier to allign...

Use a good micrphone, dont use crappy $40 thing that is really a toy. invest in something decent. When you say you "saved as Mp3 or wav" do you mean you exported it? you need to save it as an audacity file first then export it (if you have not allready done this), if you export before you save then you are exporting the original saved version , ie the one at 20% so then yes you would be losing y...

I forgot to say have you checked the input level slider on the mixer toolbar http://audacityteam.org/wiki/index.php?title=Recording_levels To adjust the input level itself, you use the right-hand slider (by the microphone symbol) on the Mixer Toolbar: if you havent tried this it should fix your prob...
