The plug-in registry issue noted in my post above unfortunately is now exponentially worse on Audacity 2.3.0. In 2.2.2 woud only encounter the errors when using add/remove efects, and the unfriendly workaround was to just click ok through all the errors. This was not the most elegant of workarounds ...

Was doing some troubleshooting in my AppData/local/Temp directory and found some Audacity crashlogs and debug reports that may point to a cause of the problem. Thanks Steve. Good to know how to set up as a portable installation. Unfortunately, it didn't resolve the errors. Capture 7: AppData folder after relaunching Audacity (After copied and replaced with older cfg files). Effects menu back, all user added effects are back.

I may need to move this topic over to Windows section of forum. Am using a computer at work which is Windows and problem with plug in registry/ effects listings happened just now. Saved a project then totally exited out of Audacity. Relaunched Audacity and checked the effects list once it relaunched...

I would normally rarely reboot myself, but since El Capitan I have been plagued by app freezes in general, particularly the Finder. I'd say unstable is a slight understatement.
