Most languages are left to right. Arabic is right to left. Proper right to left support has not been implemented yet in Audacity. This is probably a huge task. Progress dialogues move backwards. that means there is an arabic translation, but you cannot use it if your OS is also arabic.

Update: It seems that only the Icons in the toolbar are missing, the mouse over shows the tooltips, but the Icon doesn't show up.
Seems to be a "bug" in the software itself.
