The 1st clip I sent was with the Dual Pre without filtering: audio test.wav The red clip light does come on with Audacity stopped. The cable pictured is the one I have, with XLR on both ends. The Dual Pre has no AC cord. I find no battery compartment.
If I were to use a different preamp, what are the chances the problem would be solved?

I disabled the three items. I did a mic test. The meter showed the same noise level as before. The recording wouldn't play. I had to enable the Realtek.
I don't understand the purpose of this test. I had a USB cable which was much noisier than the Dual Pre. I can't afford high end equipment.

I see now that the USB Audio CODEC is the mic itself. Realtek High Definition Audio is what I use for audio. How can I disable that? I don't know anything about NVIDIA. The Dual Pre was recommended here as a solution to my problem, and it is an improvement. I get good enough voice with the light noi...

Sounds good. I could live with that (until I find a "real" solution). What settings should I have? The default is noise reduction 48, frequency smoothing 1000, and others 0. That's a bit stronger than yours, judging from amplification of quiet spots on each. Sounds okay too. What about "enhancements...

Here is the audio test. The computer fan is about the only ambient sound, but if I move the mic further away, it doesn't noticeably change the background noise volume.

Audacity input channels is set to stereo. I do recall reading something about ART being mono, but my voice records on both channels. Good thing, I need that for broadcast.
