Problem is not due to translation, but probably due to bad(?) handling with utf-8/non-utf-8 strings (or something like that). I found these device names in "Audio MIDI Setup"(a bit confusing name of app) so they're really exists directly in system, not in Audacity and its translation files: Audio MI...

No, all that Latency correction does is shift a recorded track backwards when recording against playback of other tracks... Oh, ok. That explains everything. Can you confirm if you shut down the Mac, open Audio MIDI Setup, look at the output settings for built-in audio then start Audacity, do settings change in Audio MIDI Setup? It's interesting that the second QuickTime play fixes Audacity playback while you are logged in. Does Audacity playback still work if you quit and restart it immediately ? Yes, it is still work.
