Forget my notch filter suggestion, this is unsalvageable, a hopeless case, (sample attached). I have a cheap and nasty voice recorder and it sounds infinitely better, i.e. your recording is not typical of these voice recorder thingys. Smoothes out the join after a cut n' paste job.

In Audacity the selection controls do not always allow zero crossing points to be exactly selected,
"repair" can be used to erase any discontinuity at the join which could otherwise cause a click.

Zoom in on the join, select an area covering a few dozen* sample points either side of the join and use "Repair".
*Repair in Audacity 1.3 only works over a maximum of 128 sample points.

For me it sounds much better :) Can you tell me how did you do that ? "Noise removal" in Audacity 1.3, (it's much better than noise reduction in Audacity 1.2), and "equalization". I've had another go (mp3 in zip)... I know you're goin' shopping #2.zip Unfortunately It's a matter of swapping one typ...

The distortion reminded me of interference caused by car ignition, (perhaps the other person was in a car with its engine idling).

If by "quiet" you mean "should be silent" then a gate will do this: when the amplitude of the audio drops below threshold it is zeroed by the gate. I've had a go at reducing the distortion, (a before & after example attached, wav in zip file),
However I doubt Audacity or any other software could get rid of it completely.

The bitrate chosen for MP3 export could be responsible for a loss in sound quality on the mp3 version, use 256 or 320Kbps for high quality sound ...
