"Stereo track to Mono" is on the "Tracks" menu ...
Sacrificing stereo will reduce the file size and compression artifacts for a given kbps.

Having re-read the original post I think Palmeroo is downsampling to 16000Hz (i.e. 8000Hz bandwidth) ...
