Using noise reduction and other filters typically won’t make incomprehensible speech pop out from noise. Dynamic range compression could even out the differences in volume.
Audacity comes with a compressor (in the "Effect" menu), but this free plug-in for Audacity works better.

I've just noticed that the audacityteam's suggested settings for Anwida Soft DX Reverb Light's
pre-delay and decay don't match the actual controls ...
