If the other person's voice is much quieter than yours, dynamic range compression would help: it can make both the voices the same volume. Audacity is shipped with a compressor, (in "Effect" menu). "Chris's compressor" plugin is better ... http://theaudacitytopodcast.com/chriss-d...

I tried editing from the existing track into a new "Mono" file, but Audacity won't allow editing from Stereo into Mono. And I can't find a way to "shrink" the master track from one channel in a stereo file to Mono. What am I doing wrong? Is what I am trying to do even possible? ...

The Deathwing voice does have a pitch shift down with each echo,
and I was about to suggest Audacity’s “Delay” effect which has that option.
However I’ve just tried it and when a pitch shift is applied the delay time accumulates, example attached ...
