NB: Steve's plugin is not the same as auto-tune , which is what you could also be describing.

Just enable the recording-device you're using for the microcassette ... http://wiki.audacityteam.org/w/images/c/c8/Vistarec.png You should use the "line-in" option to get the sound into the computer, rather than microphone socket on the computer which is too sensitive for the signal coming...

If you repeat the section you want echoed, i.e. two (or more) copies end-to-end, then apply echo, then delete un-echoed bit at the start.

Whatever the "delay time" you've set on the echo-effect, it's going to take that long before the echo effect kicks-in.

I was thinking intermittent dips in the internet connection may be responsible for the degradation of sound quality. I should have been more clear. The poor quality is evident when playing back the clip inside Audacity right after it has been recorded. The mp3 faithfully preserves the defect but AFAIK it sounds no worse than the Audacity playback. Try recording streamed audio using Windows own (native) "Soun...
