... I change the format to 16-bit PCM and export as wav, choosing WAV (Microsoft) signed 16-bit PCM. When I re-open the file, it is still 32 bit float. Every file imported into Audacity is converted to 32 bit float. So don't rely on this Audacity panel to tell you what the original file is original...

Can use the Audacity contrast-tool to measure the RMS volume of your target track.
Then use RMS normalize plugin to make other tracks a similar volume.

There's a free VST called boogex which works with Audacity on Windows.
It does guitar overdrive, speaker cabinet emulation, & reverb.
Some think it's as good as guitar-rig.

...it has no audio enhancements box and I see others complaining of this for HP laptops with 'beats audio' speakers. No idea how to get round this. If not in "speakers properties", then the AGC enhancement will be in the computer's sound-card controls. Maybe I will just get a new laptop w...

Perhaps you moved the audio files which were part of the audacity-project and Audacity can't find them.
If you move them back to where they were that should solve the problem.

Audacity does not apply dynamic-range-compression unless you choose to apply compression Whereas Windows can apply dynamic-range-compression automatically without asking. You could have AGC, (a/k/a "Loudness Equalization"), activated on windows 10 , but not activated on Windows 8 ... https...
