DeClicker plugin is not designed for music,(e.g. stereo channels are processed independently),
and it's slow, but worth a go...

I've also attempted to import it into Audacity as a raw file, however I'm unable to get the correct combination of encryption parameters to read anything but noise. If you have to resort to "import raw", free software called MediaInfo can give the parameters ... MediaInfo.png NB: Be caref...

It does say "(41.1KHz sample rate)", but that looks like a typo : 44.1kHz is the common sample-rate.

I don't think that's fixable. IMO it's a digital artifact: short-stutter which sounds like echo/reverb.
If it's not on the video, try software other than Audacity to rip the audio from the video.
