If that is the problem turn down the gain sliders on your tracks.

It turns out my Audacity already has RoVee on it ... How do I open it in Audacity? You have to paste a copy of "RoVee.dll" into Audacity's plug-ins folder which is in a hidden folder called AppData ... Users\<username>\AppData\Roaming\audacity\Plug-Ins Then you have to enable RoVee ... ht...

If the inserted silences are of the same length,
copy some silence, using "Ctrl+C"(once), and (repeatedly) paste it in using "Ctrl+V".
