Looks like the spectrum has been inverted.
and it's been chopped into 50ms chunks, which have been shuffled*.
( * presumably shuffled in an algorithmic way, so it can be decoded )

NB: Audacity on Windows can only use 32-bit VST plug-ins, (even if your machine is 64-bit).
Audacity can only use VST2 type plugins, (not VST3 or VSTi).
