RMS normalize is a better tool for consistent volume than normalise or amplify as they use peak-values.

An asymmetrical waveform is not necessarily a problem.
Audcaity's (soft) limiter (say -6dB) with make-up gain enabled.

For pitch&formant shift you'll need a plugin e.g. Grallion2 , or KeroVee (both are free). The oscillating-resonance* can be done with another free plugin Tritik Krush . The rest can be done with Audcaity's native effects. [* you could try Audcaity's wah-wah effect, but I don't think it oscillate...
