RMS normalize should be applied to individually to each track if you want them all to be equally loud. I'm still a little confused, being new to this. My understanding is that RMS Normalize will help make the voice volumes relatively consistent, which is what I need to do since the separate tracks ...

Check that you haven't accidentality turned the track gain slider up in Audacity, (it should be on zero).
