... I tried using the envelope tool to bring down the audio, but while it did make it much softer, it's still audible. If you select the audio you want to be replaced by true silence then press "Ctrl" + "L" keys it will be completely silenced, not just attenuated. https ://manua...

Windows audio enhancement is the culprit, (e.g. echo-reduction, noise-reduction, etc).

There is an experimental Audacity plug-in which can do that,

but it's not simple to use.
Hint: You're using 32768 points, but Steve's experimental plugin will only cope with ~1024 in my experience.

Alternatively Windows has a screengrab built-in called snipping tool.

Have you tried a laser-lens-cleaner disc on the CD recorder to see if that cured the problem ?. (~$10).
