To stop the squeal when recording, try unchecking "software playthrough" in Audacity preferences.

I am hoping the problem is room noise I can dampen. The constant rain-like hiss is generated by electronics, it's not noise in the room. Yes it is possible to transcode lower bit-rate to higher, but in-practice the result will sound lower quality than the original.
