Audacity automatically mixes track volumes to give an overall constant volume ... It didn't do this before, so I suspect there is somewhere in the default settings that an option exists that I need to know about. but IMO they're only useful to reduce slight reverb, (your example is strong reverb).

There's a lot of reverberation on that.
Reverb(eration) is largely incurable. Expanders like couture can reduce it a little.
IMO sacrificing the bass & de-essing improves intelligibility ...

I still can hear the hissing sound in the background ... Maybe that's the best Ill be able to muster given my setup. You'll definitely need to use some Noise Reduction to get the noise down to ACX specification (-60dB). Couture is a free expander plugin which will squash down the hiss noise between...

but if the tape is not running at a constant speed you'll need a de-hum filter which tracks the varying frequency.
