The only other moving (spinning) part is the optical-drive, (if it has one).

reduces the noise-floor measurement by over 16dB ...

The free version of Grallion2 plugin can produce something similar ...

NB: Currently only 32-bit versions of plugins work in Audacity on Windows.

You need a physical or software soundboard, (not Audacity).

IMO the free "TalkBox" vocoder plug-in is more intelligible than Audacity's native vocoder.
