Okay. So whoever told me to save it as a wav (different thread) was wrong. So ignore most of previous post. I don't have to do that part to change it to 22050H. I thought maybe it had something to do with converting to wav and back again. I opened the file. Changed it to 22050H, shortened it to 19 s...

It began as mp3 format (at least ended in .mp3) and I brought the song into audacity. To change the song from 22050H from 44100H (as is required for me to upload my song) I clicked the button on the lower left and exported the file as a wave.
