This bug won't be fixed by re-installing. You can "enable" the cut preview by pressing record, stop and undo (the recording). The cut preview will now work during this session. With 30 tracks, it's still pretty slow to move it up 10 slots, one at at time. It's pretty quick if you use the keyboard shortcuts: Menu key to open the dropdown menu for the current track, then "U" or "D" for Up/Down. You got MIDAS preamps in your unit. I got the older XENYX preamps. The UM2 is the only unit in the product line with older preamps. There's also no shortage of troubles with these units. I've purchased a Behringer u-phoria recently (UMC204D) and it works great - no cheapness about it, phantastic preamps.
We'll see how long the knobs turn smoothly.
