The difference is fairly obvious.
I've normalized both files and inverted one.
The remaining sound is quite abominable.

What do you mean by compressing them? Do you want to save disk space or do you want them to play faster? The former can be achieved by resampling it to a lower sample rate. For the latter, you can also use the "Truncate Silence" effect, if the podcast has overlong pauses. I went with what...

Some of the behaviour is explainable. Two frame sizes are per se not comparable. One of 1024 bins has twice as much input samples as one that is made of 512 samples.
