I was reading another post and found the answer, and it worked. In the Edit menu, there is an option called preferences. Click that, then go to Effects preferances. Then go to The check box that talks about rescanning when Audacity is restarted. Click taht and it works. Two problems with this system...

I am using Audacity 1.3.13, and This problem began somewhere around 1.3.8. VST's other than the default ones don't appear.
