What format is used to record on to CD? Is it WAV or MP3?

Distortion recording analog tape to computer
Taking "Line Out" R & L (+4db) from mixing board of 4 track audio tape. Input into MIC in Toshiba Win 7 laptop. Sound records very distorted, "spacey" sounding and drops bass and much of the content. Several seconds correct then drops out. Do I have a bad sound card? CD plays normal, just cannot rec...
