The Zoom H4n should have come with its own USB cable. You can use that to connect your Zoom to your PC and it will be seen as a USB card reader device. You then just copy and paste or drag and drop your files across.

The cursor tracks along the timeline at the top of the display. By zooming in on that until you can see tick marks on the timeline at the interval you desire (every minute, every second, every thousandth of a second, whatever), does that not give you the timiepoint information you require?

Use File...Export to open the dialogue. Select MP3 as the file type and then, to set the bit rate option for the MP3 file, click on the Options button in the bottom right hand corner of the dialogue window.
