That's not the way to do it in Audacity. Start by launching Audacity by double-clicking its desktop icon (or go via the Start button...All programs route). That will give you an "empty" Audacity window. Now in that copy of Audacity, do File...Import...Audio... and navigate to your MP3 file and open ...

Sure, Judy! Audacity uses standard Windows features so just select the bit you want to copy and paste then Ctrl+C to copy to clipboard, go click where you want to paste and then Ctrl+V to paste. It's two lines in one track because its a Stereo track. Those two lines are the left and right channels. I cannot help with the second part of question because I don't use Audacity to achieve those kinds of effects. I only do straight recordings.

Effect...Change Tempo will speed up or slow down a selection without altering the pitch. For music I have found changes up to +/- 5% are OK, Haven't tried it on the spoken word.
