Audacity has an Effect called Change Tempo. You could use this to shorten the run time of the audio so that it matches the run time of the video. Whether this simple "fix" will be suitable is going to depend on your need for "precise" synchronisation because of sound effects and/or lip-synch.

The left channel is virtually empty (no signal above -90dB according to the Plot Spectrum analysis). The right channel, either side of the voice saying "Test", has lots of low frequency sound (200Hz downwards) including lots of subsonics. Provided the voices are never speaking at the same time you could try using the Envelope tool. When I followed that link, I was invited to download an EXE file. Please don't take offence but I don't know you, I don't know that site and I didn't recognise the software product name. Since I know of no valid reason why an audio file has to wrapped within an EXE file, I am leaving well alone.

I'd welcome anything that allowed the Spectrum plots of two tracks to be displayed at once so that they could be visually compared. I would have thought it would be an extremely useful tool when trying to do Noise Reduction.
