If that is to give you the two second silence between tracks on a CD, your CD burning software may (should? will?) have a feature to turn that on or off at burn time.

I cannot reproduce that problem using Audcaity 2.0.1 on Windows 7.

Clear the Metadata of all contents.

The only redline I'm aware of is the one that indicates you are getting "clipping". This should not be appearing at all if the recording levels have been set correctly.
