If I change the audio level of an MP# file, does Audacity first convert it to WAV. make the level change, then convert back to MP3?

When I unzipped the downloaded file (audacity-manual-1.2.zip) I got a folder, manual_1.2, containing several subfolders. One of the subfolders, images, contains many .png image files. I've downloaded and unzipped the manual. I cannot find an .htm file that gives full use of the manual. I find only .html files that produce text with no images. What am I missing?
