BTW: This happened to me after an upgrade...

I found the settings..

2nd tab (EDIT)
Bottom (PREFERENCES)
6th TAB on top
Dropdown language box in the middle
Select ENGLISH or whatever is appropriate
OK is the bottom right box
Close AUDACITY and re-start!

I am also having this trouble but....

Since I can't read anything... how do I find edit > preferences > language

I am assuming EDIT is the 2nd tab and the bottom one might be preferences...

What's next please?
