You're apparently using Vista, so that's grayed out. Use the Audio I/O tab in the Preferences in the Edit menu item.

Greven, I have replicated your problem. Vista doesn't permit drag&drop operation between elevated and non-elevated programs. Apparently you're running Audacity as an administrator. You don't need to do that. Make sure the Privilege Level for Audacity in its properties box (in the Compatibility tab) ...

OK, dragging from there shouldn't be the problem. What's the name of the application you're dragging the mp3 file from? Windows explorer?

Use the "line in" jack on your computer. Set it as the default in the sound app in the control panel. The line in jack takes stereo channels.

Instead of importing, try opening a project file. It's much faster. Of course, you have to have saved it previously, which takes time.
EDIT: but to solve your problem I suspect you need to re-install Audacity again.
