I don't know that I understand what the goal is. We can't take effects out of a track.
We can't recognize the characteristics of one track and map it to another if there is any difference at all between the two songs. It's even worse if the two are MP3 or other compressed format.

In Windows, there is a tick to tell the installer to wipe clean all the preferences and settings. Did you select that? If you didn't, Audacity will try to retain the preferences and settings from the old install.

In general the only thing you have to make happy is the Audacity bouncing sound meter and the blue soundwaves. It's not unusual for home style microphones to run OK turned all the way up.
