What's the job? Doing that to normal speech will turn announcing into one long word with big gaps in it here and there. So you must have a special application.
And the special application may be the reason it doesn't already exist.

ACX Check looks for a quiet half second (approx) in the performance to do its noise check. If it doesn't find one, it guesses at the noise, usually wrong. So that's the 2 seconds of Room Tone at the beginning of the test clip format.for ACX Check to work right.

There are some cautions with that. You can't upload massive productions. It will only allow you (for example) 20 seconds of mono WAV or 10 seconds of stereo WAV. Forgive me. 29.970029... That was just the illustration of a "standard error." The difference between 44100 and 48000 would be another standard error. It is odd that you can make a couple of minor corrections and have everything come out apparently even. That could be something is unstable...

That's a pretty old version of Audacity. You should probably update to the current 2.2.2. The add-on software sometimes cares about the Audacity version.
