If you're talking about a stereo show, yes.

Drop-down menu on the left > Split Stereo Track.

Select one track by clicking just right of the up arrow.

Apply the effects.

Top drop-down menu > Make Stereo Track.

And a variation on that is if the user does make changes but then Exports Something, Audacity assumes that was the goal and suppresses the message. Other software works that way.

I always thought not performing any edits would suppress the message, but apparently 2.2.2 doesn't do that.

I got it. If you open a Project and then immediately close it, there is no message.
