That's feedback. One of your sound pathways has found a complete loop. It's a lower pitch version of the club band getting the microphone up too loud.

I think you already have ACX-Check, right? A quick and easy way to tell if you're close to ACX conformance. This is what I think is the current RMS-Normalize. an unobtrusive, bland, scene separator.
ACX may have some ideas about that. They don't do radio theatrical production, although I do have some CDs of shows with musical interstitials.

In perfect quality WAV, right? I'm not making that up. MP3 files come with built-in sound damage and it gets worse as you do production. Good editing hygiene says have perfect quality WAV files of all your work available against the time the dog eats your laptop. It may not make any difference now ...
